Maybe not. Some people do not run the second pump all of the time, even in an inline setup. It tends to cause the in-tank pump to burn out more quickly since it has to work harder to push fuel through the second pump.

I think they must be running two out of tanks pumps parallel to each other. I wasn't aware that an in tank pump could pump fuel through an in line that's not been powered, I would think it would cause a huge restriction.

Some people do it because it keeps the fuel trims easier to manage at idle. It is hard on the in-tank pump, as I mentioned. I know that people do it because I've been reading up on fuel systems on other forums (Honda, etc). I've been having my share of fueling issues lately and needed to research the options.
