How to go from 23mpg Highway to 29mpg

How to go from 23mpg Highway to 29mpg in Evo X
So the Evo X is rated at 16mpg city / 22mpg highway.
My mostly stock X got these exact MPG ratings for the first 10k miles. Since then I used an AP to reflash for Stage 1 and have very minor mods, cat back and HKS filter. I now get around 17city and 23ish on the highway, just a tad better than stock. These numbers are very consistent, and I monitor them with both the on screen mpg data and every time I fill up.
My question is, how are so many of you claiming 25-30mpg fuel consumption? The only way I have been able to manage even 24mpg was just cruising in 5th gear at exactly 45mph. Normal driving, I can't get near that. I've tried different brands of gas, tried different air filters, tire pressures, etc... I know I shouldn’t be concerned with MPG since I drive an Evo, I just feel like I'm missing something because I have seen so many of you claim extremely high MPG ratings.
Simple calculation:
(15k miles per year / 18mpg combined) / $3 gas = $2,500
(15k miles per year / 25mpg combined) / $3 gas = $1,800
So its worth nearly $600 a year to me to figure out how you guys are getting such higher gas mileage.

they reset the economy meter on the fly to integrate the consumption over time at false high numbers and then reset it again after they get back off the highway.
everybody knows these cars can only do 225 miles per tanks in combined driving give or take.

^This. So much so that they're swimming in it. The best I have seen of 99% highway was 24.7 IIRC cruising at about 65-70mph in my 08 GSR. It was nothing to brag about. Mind you I do have quite a few bolt-ons and tuned (still on stock turbo).

225 miles per tank! I could never get that. Only with 100% highway driving. Last tank only went 160 miles. At about 180 miles its always time to fill her up. There are cars with over 100hp more than the Evo that gets better MPG. The EVO X has the worse MPG out of any 4-cylinder car.

ok well its good to hear im not the only one getting the window sticker mileage numbers, i was starting to think something was wrong with my car after seeing how many people claim 22-25 combined and 28+ highway

I do all highway driving. Put cruise control on 70mph and go. I get around 230-240 miles before the gas light comes on. This is staying out of boost completely. The 30mpg is complete BS.

If you set your Mivec exhaust cam between -15* to -20* in the cruise load and rpm area and set the timing to 42*-43* timing advance it will increase you gas mileage if you cruise around with light throttle modulation as well as using cruise mode. Also having a bit more air in the tires helps. The mivec takes a little bit of experimentation to find the sweet spot and same with the timing.
Doing this I can average 25-26 mpg on a 180 mile trip.

Not really highway, But all the roads around me are 50 - 50 mph speed limits. So I set the cruise on 60 to 65 most of the time. I am also not driving in bumber to bumber traffic at all either. I always use cruise control, even when accelerating from slower speed limits.
