An Unused power cord wtf?!?!?

Ok so I was putting some interior LED's in my car when I came across this:

and it runs to this pack of cords:

I tested it out with a voltmeter and it comes back all weird like because when the car is off it runs 12v but when it turns on it runs 0v and I'm pissed because the ends are frayed like something was there and it was never taped up just dangeling there and coulda touched each other easily.

Any idea on what this is btw I have a Evo X MR 2010 fully loaded.

I will also be doing a write up of how I Installed the LED's

I should not that nothing was done to this car prior and it was new when purchesed.

Update I sorta traced the wire but it goes into the steering wheel...so getting into that is not my expertise and I will not be tracing it could it be my bluetooth system? cause that works fine? I'm also thinking it might be a remote start?

car alarm/remote start, power only to it when the car is off, when car is on, it shuts the power/ alarm off.

Driver side right next to the OBD2 port and it's in the wiring harnass(kinda) beside the hood release hatch. Very strange indeed I will be asking my dealership and thanks IKT I assumed it was this but why would it be cut?

Any chance your foot went up there and snaged the wires and pulled them out of something?

Some people prefer to be able to see inside their car. Nothing wrong with white leds placed in useful places.
