An Unused power cord wtf?!?!?

An Unused power cord wtf?!?!?
Ok so I was putting some interior LED's in my car when I came across this:
and it runs to this pack of cords:
I tested it out with a voltmeter and it comes back all weird like because when the car is off it runs 12v but when it turns on it runs 0v and I'm pissed because the ends are frayed like something was there and it was never taped up just dangeling there and coulda touched each other easily.
Any idea on what this is btw I have a Evo X MR 2010 fully loaded.
I will also be doing a write up of how I Installed the LED's
I should not that nothing was done to this car prior and it was new when purchesed.

Update I sorta traced the wire but it goes into the steering wheel...so getting into that is not my expertise and I will not be tracing it could it be my bluetooth system? cause that works fine? I'm also thinking it might be a remote start?

Driver side right next to the OBD2 port and it's in the wiring harnass(kinda) beside the hood release hatch. Very strange indeed I will be asking my dealership and thanks IKT I assumed it was this but why would it be cut?

Correction to my orginal post my car will now not start when I open my door and such the power comes on but when I close it there's no power to my display at all so I must have knocked it loose from somewhere any one have a picture of the wire in its box?? please much help

I def need help on this one guys if you could show me a picture of your interior fuse boxs and where that line goes from the steering wheel I would greatly appreciate it as I have to drive almost 500km in the next 2 hours and my car will not budge.

lol I knew the flames would happen but honestly I'm in Yahh's boat the interior is way too dark at night for me I like being able to see the floor can someone help me please with a picture?
