I would say you should be fine. The boost spike shouldn't be bad with just a catback and UICP. Most members on here run MANY more mods without tunes.
I wouldn't ever put any kind of boost controller on without a tune though, just in case.

IMO the cobb ap is a great "starter" mod. As my first mod, it cost me $400 used, and it will probably sell for about $400 when I'm done with it. With it, you can get a good "off the shelf" tune for your stock setup all the way through your bolt-on mods (intake/turboback exhaust/ic/piping). Once you go past that, you'll probably have to get a custom tune, but I personally would say an accessport would be a good start..
