Scandinavian turn is a technic to make a turn with wight transfare. Mostly doesnt requiers braking. Also it is not snow related. Rally drivers use it since begging of time even in hot summer.
You basically turn the steering wheel the "wrong " direction then suddenly trun it to the direction of the turn. This will unblalanced the car it put it into sliding. Then with full throttle you can go through the turn.
it has basicallly nothing to do a lost control situation. Fact it is a a very controlled maneuver.

I've always thought of the the flick in this way: you want the nose to come across in front of the rear, such that the rear is suddenly yanked, breaks free, and you immediately go into your counter-steer drift. You might need brakes to move weight forward so that the front has enough grip to move to the outside and then come across in front of the rears; you might only need some lift. What matters the most when I do it is to not have the rear move to the outside. Just move the nose outwards and then bring it across in front of the rears. The rear of the car tries to keep going straight ahead and you naturally enter the turn already rotated for exit.
It is the single most-fun move that I know.
