GFB Respons valve issue

GFB Respons valve issue
I recently installed my GFB Respons valve, running on 100% diverted, when I let off the gas, my vacuum dips to about ~24-26 then back up to ~19. What would cause this? I don't think it did this on the stock DV. I've adjusted it both ways with no change...
