Just got some CE28ns 19x10.5+12
Want some feed back on what are going to be needed to make them fit
going with 275/30/19 or 285/30/19 rs3
Do i need coils OR are the springs okay?

dropped on Eibach pro kit springs
all fenders are rolled
tires RS3 265-35-18

with those wide of tires and that agressive of offset, plan on major roll in rear, modding or deleteing fedner liners. Prob a pull on fenders. And no way springs will work

You definitely will need coilovers with camber plates to make the front tires clear the fenders. Stock camber adjusters will not be enough, also depends on the ride height.

You could do it w/ 265/30/19's w/ a mild roll, def not 285's. 275/30 is the max w/ that offset but springs are a no no. your camber settings would end up somewhere in the hood of -3 front -2 rear...

Coils definitely. And since you don't seem hurting for cash, I would say Ohlins. They are around 3.5k, but BEST coilover available IMO. If you want to spend less, there are KW3s, or if you need em any cheaper, Apexis run around 1500ish.
