Would such a set up increase the available negative camber compared to solely using H&R bolts? As a n00b, I have no idea if the OEM eccentric even fits in the bottom slot.

It doesn't. The top slot is for the camber bolt. You can get about -2* by flipping the red dot to the inside of the car. If you need more camber, get some camber plates.

And if I can't use camber plates for some reason? (class restrictions, etc...)

The lower hole has no provisions for an eccentric bolt, so I don't see how to do that easily. (Out of curiosity, what rule-set would allow you to go crazy with the connection between the strut and the knuckle and not allow upper plates?) In any event, if you are allowed to go crazy where the strut meets the knuckle, I suppose you could do something with a skinnier lower bolt, as long as you did something to keep it from shifting.
