I've had nearly the same discussion with tons of friends about motorcycles (Don't buy a 600 or 1000cc bike to learn on, it will be an expensive learning tool and could kill you)...
I think your brother will be far better getting a noob-friendly 5-speed, learning to drive and deal with all the other drivers, and upgrade to an evo after getting several thousand miles done.
If you can learn to drive a slow car fast, you can drive a fast car really fast.

For one... A 16 year old listed as a Driver for a car such as a LANCER EVOLUTION.. HaHa. Sweet. Insurance premium will be too high for the average 16yr. old's family as well as him to afford. Another thing. The evo isn't slow and at that age you really want to get on the throttle and explore what the car has to offer if you get what i'm saying lol.

Evo was my first car. I had a supercharged 98 sonoma before that though

the evo was my first car and i love it.
but, i also knew how to drive a manual before hand..and even with that the evo is like learning it all over again because its so responsive.
If he has the opportunity to own one, do it

Go get her license > go to first Autocross of the season > have a daughter who is renowned by her friends and class as an amazing driver.
Been there, done that, only it was my dad's S2000. Got my license on a Tuesday, the following Sunday was at our first autocross together.
