When I was in the heart of London (by Harrod's), I saw an STI approaching very quickly that was marked like a Euro police car --- as it passed by, I realized that the markings were authentic, but it didn't say "POLICE", it actually said "DOCTOR." But my whole time in Europe (10 days) I never once saw an Evo anywhere.

From living in Europe for over 25 years I can narrow it to Great Britain. On the last picture the first two letter on the license plate gives you the origin of the country(blue box).
As far is the comment of somone saying Volvo or Saab (refereing to the Wagon car) , No, it is not a Volvo or Saab, it is a Vauxall, looks like a Vauxall Astra..
Also, in the UK the first letter of the license plate designates the year of the car. The round sticker on the bottom right of the windshield is the MOT sticker(british road inspection ready)
