I suppose I should have clarified. If you have all the pieces and parts required it is an easy swap. However, if you just have the Evo 9 front bumper shell expect to spend some time searching for parts.
So, to clarify further, can you remove an Evo 9 fb and put it on an 8 with no vehicle modifications? Yes.
