U really want to do that to a buschur hi flo cat, just use the stock one with different flange's welded on.Anyway for you to gut it out is very easy put a straight pipe that's fit's inside the whole cat then smash it through using a hammer turn upside down and shake everything out and whalla cutted cat.

Usually a big screwdriver is the weapon of choice for gutting a cat.

I heard gutting a cat still doesnt measure up to an actual TP, is that true?

Yes, that is true. A hollowed cat is going to create disturbance in the exhuast flow vs a straight test pipe.

i am not sure what u mean by that however i just cut the welds off the stock cat to remove the shield. matched it up on my test pipe in the postion i wanted it. did some slight bending adn tach welded it to the test pipe. it fit pretty good. you do have to elongate the ends slightly since the test pipe is 3".

not sure if i answered ur question but i used all of the stock heat shield pieces that removed from the stock cat.

I would imagine it depends on the construction, if the resonators are like the racing and straight through mufflers I have seen, then their is going to be minimal losses and flow restictions.
