Not sure how they handle it in NY, but here in TX an AWD OBDII car just gets hooked up to the code scanner to ensure there are no faults in the system. Given some of the cars I've seen from your area, I don't think you have anything to worry about, though.

im a inspector... as long as the obd test says catalyst ready and you have no cel your fine... not ready or n/s will make you automatically fail

Go to a autoparts store and get a 02 Fouler, I think that's how you spell it, and you put it where you 02 goes on you high flow cat and the CEL goes away everytime. Or you can buy it on ebay. A under 20 dollar fix can save you from emmissions.. I've seen it everytime.

i think you will be fine. if there is no CEL than the emssions wont be a problem. if you get a hard time try to find a shop that does more performance cars. there are a few in my town that are really strict and there are others that pass you much easier.(not saying they do things illegallly). and to the guy with the evap problem..i had that too and it was some stupid plastic pipe that broke but i also have heard if the oring on the gas cap is messed up it can throw and EVAP CEL.
