The quietest exhaust I have ever heard on a evo is the Fujitsubo RM-01 or the apexi noir.

The most quiet exhaust would probably be the factory one that came on the car. My smartass comments aside: I'm not sure, but I plan on going with the bushur tbe that has a bullet muffler in place of the cat, and a magnaflow out back. I've heard it's like having your cake and eating it too!

When I read this thing, a picture popped up in my head of someone yelling what you have typed, just while they were riding in a really loud evo. Made me .

The most cost effective way to quiet the exhaust down would be to install a cat into the current system. I'm sure you can find a used one someone for pretty cheap. The downside is going to be more back pressure, and less power.mIf you have the funds, then obviously go with one of the afore mentioned brands.

this is what i went with after suffering with the turboXS turboback. Fujitsubo catback is quiet enough that you dont have to yell to your passengers, yet it still sounds decent from outside. the only issue is that its expensive!!

btw, it also depends what downpipe and midpipe you use... or just leave the cat on
