nearly stock evo 8 boosting 28psi? wtf?

I have no idea why it is hitting 25psi and then up to 28psi. What fuel are you running? Take some photos of your engine bay and the turbo, more specifically, the plate with writing on it that codes the turbo, and post them on here and maybe we can identify some parts.
I suggest staying out of boost levels and have an Evo specific shop check it out and tune it.
