is it bad to go part throttle or partial boost, and not WOT

I know it's fine to drive in the lower rpms and not boost at all, granny shifting/driving. And fine to go WOT. But what about partial throttle and partial boost. Let's say an evo made 500whp at 28lbs of boost and power curve is from 4000-8000rpm. Is it bad on the turbo or engine to:

1. use part throttle (e.g. 80% throttle) and get into boost to like 7000rpm and shift
2. use 100% throttle/WOT but shift at 5000rpm, i.e. shifting early in the turbos spool/power range and not reaching the full 28lbs of boost
3. use WOT to 6000rpm and just quickly letting go of gas pedal (would this cause compressor surge, which in turn would hurt the turbo)

Reasons for #1,2 is if car has 500whp and not using the full 500whp everyday, but still wanting to get partial boost. Wanting to boost and pass someone but only want to get let's say 300whp out of it. Then once in a long time, using the full 500whp potential on a track or something

Reason for #3 just flooring the gas pedal and letting go to hear the bpv/bov

To sum it up, is it ok to modulate the gas pedal and not go all out but ok to go partial boost and throttle? Or is more like all out or nothing. Will it be ok to buy a 500whp and not using its full potential most of the time, still drive it hard, boost and all, but not using the full power. Then once in a blue moon, actually using its full potential. Or do turbos like to function at 100% of their rating all the time

yea, pretty much asking if big turbos are ok if just partially being spooled up and not using them to 100% efficiency.
