This is not a function that is available on an off the shelf power FC.
I believe it can be achieved with aftermarket laptop software and connectivity but have no personal experience with it.

There is no setting in the Apexi PowerFC to turn on Anti-Lag.
There is emulated anti lag which only works for some models of the RX7.
This emulated mode was written by the Datalogit team and its not well supported.
It simlpy runs a trigger on the clutch pedal switch and when that switch is actived it retards heaps of timing and throw in lots of fuel

I have a 2G DSM with DSMlink in it. Anti-lag is an avaliable option with the system. Since it has a 4G63 I would assume it is possible. From what I understand the only system with it avaliable is of course AEM. I wish someone could make a piggyback for the EVO, it is bad a$$.
As a side note, a couple people have been able to put the 2G Eprom ECU in an EVO and run DSMlink with all its options sucessfully (including anti lag). I have been thinking about trying it but I do not want to cut my harness up.

antilag in datalogit only works on a few select models of the PowerFC. The really only known one from the developers (and users ) is RX7. This is because it relied on a ffew features in the RX7 PowerFC but most other powerfcs do not have the same functions, thus it doesnt work. its going to be disabled if its not already as its not mainstream, supported and stable

the 3rd party box is the gizzmo launch interface
it does 2 stage rev limiter + spark cut
so you get bang bang stutter box on launch and hold RPM function
so pull throttle cable, locks to 4100rpm (example) and does spark cut
so you get bang bang, stutter box, anti lag, pro start, hot launch, boost boost
also has support for flat shifting which is keep throttle nailed and it will spark cut on gear change, again bang bang, stutter box, anti lag
