Ecu+ for sale

Please excuse the rookie question. Been doing a lot fo reading for these. I recently purchased mine, and am on the road to upgrades. What does this ECU offer, and is it a custom tune specificly for certain parts...
or is it like a power commander for bikes, can tune etc.
