My first stage was fuel pump; intake; cams; cam gears; valve springs; retainers; 750 cc injectors; fuel rail; O2 housing; downpipe; high flow cat; cat back exhaust; SS clutch line; clutch; metal head gasket; arp headstuds; mbc; and tune. that brought it up to 300whp on 91 @ 24PSI on my VIII.

1st of all you dont need headgasket, ARP head studs, cam gear, valve springs, retainers, fuel rail to make 400bhp.
i making 400hp at the wheels and have none of that.
but walbro 255 fuel pump, and clutch/flywheel are needed as well.

Head studs aren't recommended until you reach around 500WHP. That's the widely held limit that the stock head studs can withstand. You can always put them in but if you aren't making big gains in the engine and everywhere else on the car then there is no point in dropping them in.
Also remember that when you start upgrading engine components you need to also upgrade the rest of the car: suspension, wheels, tires, stiffening components. You could have an 800WHP vehicle but if you're running stock everywhere else you're eventually going to run into problems.
If you go wild on an engine component upgrade you also want to get your car tuned to handle all the new changes that you have introduced. You will not achieve significant power gains until everything is tuned/balanced for what you have dropped in. You could also cause damage to the engine if you run the car long enough without getting a tune performed after a major change in the engine itself.
The Evo is built rather solid, but also remember that it's built for the components that come in it from the factory. Any changes in one part of the vehicle need to be compensated for on other parts of the vehicle or you will eventually be left with a poor performance vehicle that you have sunk all this money into that does not perform as well as you had hoped.
I understand you are new so you want to know as much as possible as soon as possible but everybody has a different idea as to what should be done to the car and in what order. Do some reading on the forums and some personal research to find out what you will need to do to reach your target and understand that for a 400WHP vehicle you will be spending a lot of money to get where you want as well as a lot of time in a garage tuning to achieve those numbers. This is your vehicle so you need to understand it before you will be able to understand the advice and insight that is available to you.
