Can't seem to hold 2500rpm? Tune?

Hey everyone I recently brought my ix in to have smogged and the technician couldn't hold it at 2500rpm?? I thought it was just him so i hopped in and tried it...no luck, got under the hood...no luck. When cold i can slowly raise up to 2500 but when the motor is warm once i hit 2100 slowly it just climbs up to 3k? It idles fine, just around 900-1k for me. I got it to pass by bouncing the throttle for the alotted time but I'd still like to fix this issue for next time. Is this a tune issue?

Current mods: aem CAI, TBE with test pipe, cams 264's, walbro 255, Ecuflash by cbrd.

Any help would be appreciated thanks!

It could be the tune. It could be the intake. Or it could be some other issue, like a vac hoses that popped off or something.

So I checked all the vac hoses and nothing is cracked or popped off, I also threw the stock intake with high flow drop in back in the car and it still does it. Any other ideas? If not I guess im looking at a new tune

I've checked the vac hoses, after speaking with CBRD I'm going to have it retuned before I check out anything else. The previous owner tuned the car on 93 octane in PA and then brought the car here where I can only get 91 octane.......wish I knew that earlier. If that doesn't fix it then i'll check the throttle body.
