As others have said, I think you're going to find a big boost leak. They're almost impossible to pinpoint when the engine is running at WOT. With a pressure tester the room will be quiet except for the leak (and the compressor kicking on). I bet you're making full boost when the turbo hits peak efficiency and then you're seeing the drop off as it start to run out of wind. It probably wouldn't run out of wind under any normal operating condition but with a leak it will.

I strongly second that!
Even a tiny leak will destroy spool up and screw with your idle. I have been there more than once. This can not be over stressed.
