I would recommend a DIY boost leak tester... hells yeah.

Take the intake off and attach the tester to the turbo and then run the air thru there. the car should be off, that way you can tell if air is escaping and where. You wont have to listen above the noise of the car

I don't think you should have to seal the BoV. You need to see if it leaks too. I haven't done this, but since BoV's open on a pressure drop (not increase) you should be fine.

Anyway, I hope you find it, and I hope it's easily fixable. Good luck!

On a small turbo like the T-28 its common for the boost to fall off in high RPMs. I dont think you have a boost leak. The turbo spools up quick to full potential and then starts to fall off. With a larger turbo boost would fall off later in the rpm band but would take longer to spool up. Downside to running a small turbo. My advise purchase a apexi boost controller and set the lower boost levels to like 5 psi if thats the boost you want to run. Then at the rpm level the boost starts to fall off put the boost level up to like 7 then next level to 8 and so on. This way you can make up for the fall off and your boost level should stay at 5psi on the gauge.

***I run a t-25 w/ 7psi i/c and at about 4500 it falls off to 5psi.
Manual boost controllers only control the psi to a max psi. Get a multi level boost controller like apexi.

Thanks for the update! But some people don't recommend EBCs. They prefer MBCs.
