stuck bolts in turbo!!!!

i have a 2002 lancer oz rally with a garrett t28 turbo kit installed. i took out the header and turbo and all the hardpiping for the fmic so i could clean some stuff up and i had to get my downpipe off cause it was cracked badly. when i got everything out i noticed that there are 3 bolts broken off in the downpipe side, 2 are broken off above the surface and one is flush with it. there is also a broken bolt on the cole side where the intake bolts up. this one is broken above the surface too. now ive heard u can drill a pilot hole and heat it with a torch and then use an extractor to get it out but i dont want to take heat to my turbo cause im worried it might warp the housing. especially on the cold side. and then id be out a turbo. is there any other way i can get these bolts out without having to helicloil or heat it with a torch? or can i heat it with the torch without damaging anything?

a pic of two might help.. but idealy u can start with drilling a hole into the bolt and trying an extractor.. OR u can redrill the holes and use a helicoil in it.. but no one in the LANCER threads is an expert on extracting bolts that are broken off inside the turbo. take it to someone who knows what there doing. (machine shop sho uld be able to fix ur issues)

More then likely u have Hardened bolts in there, and u will not be able to drill through them.
If/when u get it fixxed.. go get some grade 8 stainless bolts from (napa, or someone like that) so u hopefully dont have this issue again..

worse case scenerio is replacing the turbo.
