Should be since speakers do not weigh that much at all.

Has anyone used baffles instead of brackets to install speakers?

Baffles are pretty much the same thing as brackets. They will work.

Brackets allow you do adapt the diameter of a speaker to a particular size hole. Baffles are designed to protected speakers from moisture (like in the door panels) and supposedly to improve bass response, but on the few cars i've seen them on the difference isnt that great (but neither were the speakers).
