ok this is nice because here we have snow/rain, but I was wondering, if someone has a short ram, with a hood duct like RRM is selling, can water goes inside the intake also? especially running in pouring rain?

Possible? Yes. Likely? Nah, not really. Not unless the duct is in a place where it's essentially pouring water into the filter. If you put a mesh on it that's fine enough to catch droplets then the droplets won't splash back either. That could be another preventative measure worth taking. Just a thought.

On that note... What would be better? A CAI or a SR with hood ducts?

The differences will be negligable unless you do a hardcore NA setup. It's pretty much up to driver's preference.

Since no one here has really tested both with an a/f guage or dyno'd them back to back...

On a 2.5RS..
A shortram on a 98-99 rs will cause the engine to run lean because of how the MAF works
Plus the length of the tubes affects the torque curve.

Different car, but all engines pretty much work the same...

A short ram can be better with properly ducted cold air since you'll gain more torque due to the shorter nature of the piping. An overly wide CAI pipe, with it's extra length, can cause a torque drop (like an overly wide exhaust) since the engine is only going to be able to suck in as much air as it needs/wants under naturally aspirated circumstances.
