actually, those look the same to me, except for the red vavle covered engine has 3 holes for the heat shield.... and that can be explained by custom header with heatshield

looks as though the heat shield is stamped, so it could be factory. i have never ever seen an aftermarket heatshield on evo or otherwise that looks that factory. also the TM engine has a smaller log type intake manifold as opposed to the 4g93-like intake manifold on the other. the map sensor on the tommi is also in a different place on the manifold than in the swap pic.

without the turbo and having stock ecu parameters, that tommi engine(if thats what it is) is gonna run like crap.

i assume the 95-99 NA only had the 420 engine. god i hope that's not whats in there. i don't think it is cuz i recall that the exhaust manifold on the 420a is setup differently.
