i have mucollach 6000k and have never had a problem..the lights look like a lexus color bluish white if i had to compare so its kinda hard for a cop to tell...here is a pic...

the only reason HID are illegal is because of the serious glare they emit. if your were to put HIDs behind a set projectors than you wouldnt have any problems because zero glare.

Let me try to help some...because I've had both aftermarket HID in my RSX and have factory HID in my 2003 Nissan Murano.
When you are talking about color, that is referred to as Kelvin, or K. Factory Nissan bulbs use 4300K bulbs. In my RSX, I had 6000K bulbs. The higher the number, the more blue the light is. The lower the number, gets closer to natural sunlight. Also, the higher the number gives you less seeing visibility...meaning the light output is dimmer. IMO, anything above 6000K will be a waste of money because they may look cool, but you won't be able to see sh*t with them. Projectors do help a lot because they concentrate the beam in a focused lens but not necessary as my RSX didn't have them. Lots of OEM cars dont have them, though most are leaning towards projectors now because of effeciency. Some examples of non-projected cars and Lexus IS300, Infinity QX56, G35, I35, M35, Nissan Altima, and the older Acura line-up to name a few.
As far as legality goes, the reason they are illegal in most states is that the reflective lenses for halogen are different that for HID lights. If you look closely, you will see different cut patterns in the reflective part of the lens.
