Well if you have a low budget (i'm assuming there is a limit since you aren't getting an Evo), then your best bet is looking around at cars in your price range. you don't want to get a completely mistreated OZ that will cause you problems down the road, when you could have had a barely used honda civic (just an example).
I had a budget of $6,000 when I bought my care. I originally wanted a Pontiac Grand Am GT. I found a nice Lancer ES w/ 65k miles that was being sold lower than KBB value and bought it $6k out the door. No problems ever.
Just offering my advice & where it helped me.

if you plan on doing nothing to the car get the OZ, if you plan on changing things on the car, tint, wheels, audio, intake, exhaust, Forced Induction then just get the es. there is no advantage to getting the OZ. or you could hold out for a little while and get the diesel ralliart when it comes out
