Let's say, I found an 1992 Lancer GSR. What are all the cost invlolved besides the cost of importing it? Do I have to pay a special tax or anything like that?

There are serveral issues you have to consider:
(1) The GSR has to meet the DOT and EPA requirement (5 mile bumper, emissions test)
(2) Find a Registered Importer to do (1) won't be too hard, but it will cost a lot (more than the price of the car)
Are you a non-US citizen? If yes, you can import the car without doing (1) and you're allow to drive it ONE year. Then you can find a US spec 93-94 Mirage sedan and swap everything in and claim you GSR is crashed/stolen/salvaged.....

Try talking to Evolution Imports and see what they would charge to import your vehicle in.
It would suck to have to return the vehicle after one year of use.

If you intend to stick with RHD, it would be easier to achieve. Since:
(1) The 93-94 Mirage Sedan (sorry, no sedan for 95-96) share the same chassis code as the 92 GSR. So I GUESS you would not have to do a crash test. Finding a front bumper and the re-inforcement from a 93-94 Mirage won't be that tough.
(2) On the other hand, emission would not be as big as a problem. You can always detune a car and then tune it back. (Given it's a turbo car, it's even easier)
