its because they are not shielded from UV light.
remember the part on the packaging where it says it gives off something like 80 watts vs. 55 watts. They are saying yes it draws 55watts of power confirmed, but how it gives off the 80 watts equiv. is because it does not shield or reflect back inwards UV light. UV light it was also builds on the heat.
Stupid me, like alot of other people , were only concerned with watts. because we related wattage to heat.
More watts = more heat
Less watts = less heat
Equal watts = same heat
This isnt the case. A bulbs design can determine how hot it gets. Here is the even scarier part. A fake bulb may not even draw stock wattage and not shield it bulb. which means more heat.
when you got time take a look at it and see how your bulb is doing. My experience with the Nokya wasnt the melting but warping of the plastic when you turn it / screw it in to place.

ive had my bulb for over a year nokya H11s
no problem of melting...longest time i've had'em on w/o turning them off is trip to blue mountain aka 1.5 hrs
and my fogs are ALWAYS on @ night when i drive
no problem
those in the picture look like HIDs not regular halogens

most are, but some vendors sell 55 watts in an attempt to generate the brightest light possible. But in most cases they are more trouble than they are worth. That said I am sure there are people that run 55w HIDs with no problems.
In some of our cases, many people have had dicey odds when it comes to upgrades on their fogs. some guys report no problems at all. Others look into it and see meltage. in our local car club, of those who have tried upgraded their fogs, with HIDs half report problems. I would say 25% report problems with halogens. I personally had issues with my nokya bulbs. not with meltage like in the picture above, but had problems removing the bulbs. Bodyshop had to end upbreaking the bulbs to get it out of the housing
