You have all 3. The 1st cat (precat) is in the exhaust manifold. Then comes the resonator, then the 2nd cat (normal cat). From what I hear, removing any of them makes it fail smog legally and visually, but some people say the 1st cat doesn't show up on the sniffer test.

let me tell you this from experience... removin the Cat and Then the resonator makes your car POP.
you can see the test pipe, and then a straight resonator eliminator. the straight is clamped in the pic but i have since welded the sh*t outta it. Ha. Peace out

There is no point of removing your resignator. Its usuless to do so, all it does is control where the exhaust resignates. Without it your car will be louder but not faster (and thats heat score) you will not gain any power, well okay maybe .05% or something trivial. But regardless its not worth it. As far as your Removing one or all of your Cat's. It depends on where you live and how tight they are on there emissions. Removing both is almost a guarintee to fail but if you were to remove one and drive your car around for a few hours before the test it will be okay (should be). Cat's work best when they are hot. There is 2 on the Lancer because it was needed when the car was cooler. Just remove the first one (with headers) and then keep your stock stuff. If you Fail emissions put your stock stuff on and try again. Then after you pass...switch it back

Yeah, california is harsh. If they notice that you tampered with any emissions devices, they can fail you without even running the test, and if they report that, your car can be listed as a gross polluter and will be required to get an emissions test every year!
