It generally depends on what state you are in, however, right off the bat I can tell you that the testpipe isn't exactly street legal - you should only have it on at the track.

you will not pass if they lift your car and look as they do here in NC. They started using a sniffer test too for cars after 00 here (i believe)

Since Ny has no sniffer test on the inspection, as long as you have no CEL codes for 100 miles , they can just plug in the machine to your obd2 port and pass you. Thats how most people that know the shops get away with it. It all depends on the shop.

It all depends on the shop.
i live in NY and as i learned it depends on the shop. one place actually lifted my car and checked every signal crack and crevice...

...before the lancer i had a ford probe and it had an exhuast leak ( i had the parts coming but i needed inspection to keep driven it) ... i went to one place they said i failed... went to another place...the guy scanned my registration looked at my lights and slapped a PASS sticker on my windshield.

Since Ny has no sniffer test on the inspection...
by the way...i think in NYC they do use somthing to test smog/emissions coming out of ur tailpipe. ive had my car "probed" before

All cars prior to OBD2 (pre 1996) cars still have the sniffer test. This is the most logical way to do because with OBD1, just about every manufacturer had their own design with the diagnostic port so the inspection machine cannot have every obd1 diagnostic port available. With OBD2, every car has the same port and is accessed the same way.
