did it start showing up after you blacked your headlights? if it did then the silicon seal that seals the headlight lens to the rest is probably cracked or there wasn't enough to make a water tight seal.
try taking it apart again and use the head light restorer (found at autozone) or something else on the inside and make sure to seal it completely or it might happen again.
i would suggest getting a buffer or use a super soft cloth or a diaper cloth (also found at autozone) and again rub like a mad man.

These aren't ones that I painted these are headlights that I bought off EBAY because they are black. The haze is on the outside, and I can tell because the haze goes away when I put the ICE wax on it, but they start to come back. So I dunno wtf else to do.

it is not a hard procedure, but you can easily screw it up.
If it is on the outside, then you can try this
if that doesnt give you the results you want, you will have to wash the lights down with some alcohol to remove any dirt and grime, and then WET sand them using progressively finer sand paper ending in 2500 or 3000, at which point you will need to buff out the remaining marks using a compound (compound/cleaner if you find one)
something like this the higher the number goes the more it will take away so 2 will take out less 105 may eat thru more then you want. the buffing can be done by hand but to get good results you will be there for some time, or use a rotary buffer
you can use whatever brand you can find... just make sure to read the label to see how strong it may be and if it is safe to use on the headlights
