I'm looking to get some winter tires for my 08 Lancer GTS. They are horrendously expensive for the 18" OEM wheel I have, but I was told that I can't put a smaller rim on due to the size of the brake calipers.

I'd like to get a set of 16" Steel rims with winter tires to switch in and out of. Can you confirm if this is possible? And if so what size steel rims I should look for?

ifbits an 08 gts i think it has a 2.0 litre engine. i have an 09gt which is essentially the same car without paddle shifters, key fab or the 18's so i cant see why you would have bigger calipers then i do, mine came with 16's which is what i have my winter tires on. Look into the caliper sizes for that specific year model (all the gts's after 08 came with 2.4). I could be missing something but if they are the same size thats on any of the other 2.0's they should fit.
