Rollin on stock 14's & Hubs...
I want to upgrade my tires, thing is im on stock 14's and i have hub caps to top it off , i was wondering if i should go either 15 or 16? I dont want anything bigger and i want some good rims, but i dont wanna pay out my ***, can anybody suggest something? Or should i just keep my current 14 tires and just add 14inch rims?
P.S. Adding new tires and rims make you accelrate faster?

Not necessarily.
Go 15 if you're stock. 16's if you are slightly modded.
Tire cost:
15's = around 48 bucks a pop
16's = from 62 to 120 bucks

If you are not going to get 17's, then don't do anything. Anything is better than the stock Hubs, I own an ES too and had them when I first purchased the car, but I am extremely dissatisfied with my 15" Millie Miglia HT3 Carbon Rims I use for Winter, and have owned 3 sets of 17's in the past two years before I decided what I wanted, but I don't see anything except 17's on the lancer. 16's are a big difference from the 14's, but still won't look as good as 17's.....
You don't necessarily have to pay a lot for rims if you shop around. I have owned Konig Theory, Enkei MM2, and Exel Radius rims and in the end decided on the cheapest of them all, the Exel's because of their style. (I will most likely get the "real" R-1 GTR 9 Rims in the future, but for now the 17" Exel Radius Rims, with upgraded tires, mounted and balanced for only $800 are great and cost less than my stinkin' 15's LOL. In my opinion, the 17" without any kind of body modification or "lowering" look ridiculous. They make the car look like a horse-cart. My opinion (biased) is go for the 16"s. Why? Looks good (depending on spoke type), looks large, will not increase stock diameter (important if you don't want your speedo to be useless), and best of all... width without weight. You get the same fat tread that you can get with a 17" and some 18" with a 16" and have less weight with the same metals. Seriously, it's a matter of choice, but, I love the 16"s I had put on my ES today. 17" would be a bit on the ridiculous side. If you're doing it for performance, it's the only way to go. If you're going for bling, go for the 17s and get a body kit or drop your car.

What he said ^ 16s are a nice happy medium that aren't too heavy, don't require tiny strips of rubber for tires, and still look bigger than stock. That's what I went with, and am about to put 205/50/16 tires on. And I agree, if you really want bling, 17s or 18s but be prepared for a loss in ride quality.

I put 17's on my car back on Valentines day and although going over potholes sucks (which it does no matter what shoes your in) I have nothing to complain about. The traction is more than I had expected and over a month later I still get this silly *** grin when I see my rims.
It's all about choice. If there are a lot of potholes in your area going with 16's unless you plan on weaving around (like I do) then you can go with 17's.

Yeah, you're entitled to your opinion. Put your stock ones back on after riding on low pros and you'll probably notice some difference. I'm not saying it's bad, but there's definitely a lot more road feel and slightly less cushion on low profile tires.
Wow, I didn't know that many people liked my rims! They're not too expensive, about $400/set. I'll actually entertain offers, but I'm really not looking to let them go (so my price will be high), so you might be better off buying a new set. Thanks for the compliments though!!!
