Question Rings inside rims

Do i need those rings inside the front rims???

If a washer is there to begin with, odds are it should stay there. Where was it located?

when i bought my rims they werent in yet... my friend told me you have to put them in the front rims, but right now im driving without them and im wondering if it would mess anything up driving w/out them, thanks

It might be a spacer to compensate for offset.

EDIT: ah...but then again why would it only be in front since if the offset is to small the spacers would have to be applied to the back as well.
