Broken plastic piece under front of car

Pardon the shakycam phone picture, but I noticed that my car has a plastic dingleberry under its front the other day:



I know the roads here are crap, but boooooooo.

How would I go about reattaching this piece? Does it screw back in on the end that's flapping down anywhere?

What is this bit and why is it there, anyway? This piece doesn't protect anything important, does it?

if you can't figure it out and need someone over the internet to tell you how to secure something with a horrible picture.... go to a mechanic or someone who can say, "hey I can just attach it here and that would work"

No offense but a pretty invalid problem.

Yeah, I should've taken a better picture, but it's such a minor issue that I couldn't really be bothered to.

Still annoying, though.

FYI: I live in the middle of nowhere and haven't found a mechanic I trust yet over here. So, "take it to a mechanic" = not so doable. I'll be popping back into civilization this week, though, so perhaps some zip tie action is in order.

Yes, thank you. A zip tie is in order, or just cut it off. That was the point of my response, get YOU thinking!
