I understand that, but if I have installed the belt and the marks are not correct, what is the best way to go about making it correct? As I havnt started it yet, im not sure the best or first thing to do to fix this without harming the valves.

If the belt was not installed properly then you will have to remove it and install it properly, otherwise you will have a damaged engine.

In other words, replace the new belt with the old, set the timing marks up and then replace it?

--I also did not see the timing mark for the cam pully around the 11:00 position. Im not sure exactly where it is

EDIT:

I just found out, that I can simply line everything up reguardless of the new belt. The engine will start firing based on TDC #1 piston regardless of the new/old belt, as long as its lined up.

THe only other questions I have is the retard to positive degrees for the crank shaft, if their is any.

i have a better question, i already know my valves are toast but with 16 small dings in the pistons should i bother replacing those as well as the rings or will the small dings not matter in terms of compression.?

The "dings" in the pistons don't allow for proper combustion in the chamber and create weak areas in the pistons that may result in premature failure down the road. The 4G94 pistons are weak as-is without any additional help. If it is not that deep of a gouge it could possibly be grinded smooth on the top of the piston.
