Unobtanium, which is why those of us that thought ahead saved our and would never sell
You may be able to use this one. It looks kinda right, but not sure as their other options are obviously way off:
AP / EASTERN 754686 C.A.R.B. Compliant Info
California Emissions; 6MTXV02.0GR4
https://www.rockauto.com/en/catalog/...converter,5808
** edit: Looks like the engine family for the cat below is for the regular lancer. I don't even know if you can get one from Mitsu.

I'm not the original owner unfortunately and Mitsubishi doesn't produce the cat anymore, it's considered "obsolete" the officer popped my hood and saw a K&N filter (intake system is stock aside from that) and then saw some shiny pipe and said "you don't have a sticker" and slapped me with Modified Emissions.
I had 10 CHP cars behind me when gas hit 7$ a gallon here while the homeless down the street can freely shoot up heroin with needles apparently we provide them.

I am selling both an OEM Evo 8 Cat, and a Carb Compliant aftermarket Evo 8/9 cat. I'm guessing you cant use the OEM Evo 8 cat, but you should be able to use the aftermarket Evo 8/9.
Pictures of both can be found here:
Cat EO #: D-193-113
https://ww2.arb.ca.gov/sites/default.../d-193-113.pdf
Search function "Lancer" and look at the 2 liter engine size. All years evo 8/9 are on it. I used it as recent as January of this year to pass. To use it on your Evo 9, you'll have to remove the Allen head plug. I didnt have to do that since I have an Evo 8.
Asking $800 shipped for the OEM Evo 8 cat, $400 shipped for the Aftermarket 8/9 cat

Just went through this circus act. The ref may still fail you even if you have the OEM IX cat. Not all the refs have the correct drawings from Mitsubishi and litigation will be required to fix it because these guys think they are god and don't listen to anybody. I was able to eventually pass using aftermarket cat: Walker part number - 82633. See my post #833 for the full story.

Best of luck OP.

Well, an aftermarket air filter without a C.A.R.B. number is illegal, so the officer was right. Ridiculous, yeah. But legit. Funny thing is: I have a C.A.R.B. AEM intake, but felt the car did better with the OEM intake and just the aftermarket air filter. So, my car is MORE stock but now illegal. C.A.R.B. is a joke.

I ordered a full Injen CARB legal intake just so they can see that sticker and lose their boner
