I lived in fed hill and loved it. One of Bushes daughters is moving there so it cant be that terrible...right???
seriously, if you want a fun relaxed time out try federal hill. There are great inexpensive restaurants, and some fun hangouts. If you venture all the way up light street away from cross street market past fort ave. you will find an awesome BBQ joint called Rub. We used to get dinner there like three nights a week!

If you're going to be there the weekend of 8-15, Peter Frampton's playing at Ram's Head Live that night, which is just a few blocks from the inner harbor. That would be a cool night out. There are a lot of restaurants right around there, too.
As people mentioned, basically just walking around the inner harbor is fun, and you gotta go to the aquarium. Get in line for timed tickets really early, though - walking down through the shark tank is cool. In addition to all the shops and stuff, there are always street performers there in the summer too. You can take the water taxi across the inner harbor (just make sure it's not a windy day...) Check out Ft. McHenry, which was the inspiration behind the national anthem.
If there's an Orioles game the weekend you're there, you ought to get tickets. Camden Yards is an awesome place to go, and lots of good vendor food there.
Then at night, you can do all the things everyone else said.
If you've never been to DC, it might be worth it to take either Friday or Saturday and head down. It's only about an hour from Baltimore, and all the major museums and stuff are free, plus if you've never been it's cool to see the capitol, white house, monuments, etc. There's really a ton of stuff to do in the area. I've lived around here for 25 years and I still find fun things to do every weekend i'm in town.
