^ On the stock turbo with a TBE and CAMs your boost will still taper even with a MBC. The turbo simply cannot feed enough air to keep the motor pressurized. If you don't have cams then you might be able to hold a bit more than stock but it isn't gonna do much good.
The ECU can be tuned to deliver more boost but it requires modifying the boost pills located in the vacuum lines or switching to a GM3 port "BCS". If you are tinkering with your own tune, this is the best way to control boost.
I've run an EVO9 turbo on an EVO8. No need for new lines but you will need a new outlet pipe to avoid grounding out on the starter. The lines work with very little modification. You should get new crush washers. They can be picked up at hardware stores for 15 cents each.

What crush washers are you talking about? The washers on the banjos don't crush.

I'd like to get a Mid-Ohio in this year, along with some BHF and Autobahn.
AMS full track at Road America, on May 25th... you won't feel slow there.

Be careful about a harness and harness bar. Anything larger than an AutoX and I would never, ever, use a harness w/ just a bar. You need some roll over protection at that point.
I've even heard it go as far as some tech inspectors at real tracks won't allow harnesses w/o some sort of cage.
Also, don't forget your standard items: water, tools, chairs, etc.

It's just a helmet for most events.
