At a minimum i recommend: every car enthusiast own a small Easy-Out kit, set of left-hand drill bits (im a lefty anyways), propane torch, electric drill (3/8ths chuck most likely) and vise-grip pliers.
Given when i had to work on my old cars with my cousin in a similar situation, I would start with a die grinder to get a flat or slightly indented end on the bolt. then drill with a small drill, 1/8" or less. drill all thebway through its length if possible. Increase in size until only .050 to .075 wall remains. then IF POSSIBLE use heat and an easy out (variations shown in the link below), sounds like in this situation you may not be able to. If none of this works the next step I have done is to keep drilling larger holes until you expose the threads of the ID piece and try tapping. This ONLY works if you are very good at centering the drill during the first drilling, but if you are centered it is amazing how easily the remainder of the bolt comes out with the tap. Its like micro-surgery! So tedious and quite scary!
If its junk at this point there is still the possibility of a heli-coil or insert, or weld it up and drill and retap. Depends
When all else failed, (OR i couldnt remember exactly what to do) i would refer to this, ive found it handy in the past when i had my sponsored civic WAY back when:
