Illinois Bill to Ban Aftermarket Exhaust Systems

URGENT LEGISLATIVE ALERT (IMMEDIATE ACTION NEEDED)
A bill (H.B. 2221) to ban vehicles equipped with a “muffler or exhaust system that clearly has been modified to amplify or increase the noise of the vehicle” was introduced at the last minute and is moving through the Illinois Legislature at breakneck speed. Under the bill, vehicles determined to have been modified by virtue of a “visual observation” will fail emissions inspection.
Time is of the Essence! We Urge You to Call or Fax Members of the Senate Environment and Energy Committee (List Attached) Immediately to Oppose H.B. 2221
* H.B. 2221 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.
* H.B. 2221 does not supply emissions inspectors with a clear standard to enforce (e.g. decibel limit under a sound test procedure), allowing them to make subjective judgments based on “visual observations” on whether or not a modified exhaust system is in violation.
* H.B. 2221 fails to recognize that aftermarket exhaust systems offer increased performance, which can make a vehicle safer by improving its ability to merge, pass, travel uphill, etc.
* H.B. 2221 would make it impossible for hobbyists to replace factory exhaust systems with more durable, better performing options.
Call or fax (no e-mail addresses available) members of the Senate Environment and Energy Committee immediately to oppose H.B. 2221. This bill tramples on the rights of vehicle enthusiasts in Illinois.

Even if this passed, wouldn't this not be retroactive? Kind of like the laws with emissions and tint on cars from the 60's? So in other words, my 2003 Evo could still keep my aftermarket exhaust legally because when I bought it it wasn't a law then?

I don't really have a problem with car exhaust noise unless its a little Honda sounding like a chainsaw,but my complaint is why no one has addressed those Harley-Davidsons that have ZERO noise dampening.It kills me when they sit at a light and just blip the throttle to make nosie.

especially when Harley's DO NOT come loud from the factory. Dealerships put different mufflers on it to make it loud before you buy them! Harley doesn't make them loud right out the box which is a good statement to a cop that ALWAYS fails when you bring it up. What about trucks out there with dual pipes.. they never get pulled over for that.
In Wisconsin its already illegal to have modified mufflers if the cop wants to pull you over for it. Happened to me once. I got a 5 day warning to change it!! I was so pissed.. couldn't believe it was a law. Doesnt mean they enforce it a ton tho.

if i am not mistaken in Illinois it is illegal to tint the drivers windows and even if you have tinted them before the law was in effect you still have to remove it if you get pulled over, depending on the cop a ticket and a remove it when you get home. what is the grandfather clause gonna be like for the exhaust??? keep the receipt!!
