SCCA/Rally America rule confusion

i've been searching rally rules in different divisions (SCCA and Rally america) and i've come across a rule in the Rally America rule book saying you have to start out in a 2WD non turbo car. I searched the SCCA rule book for somthing similier but I havn't found anything.

Can anyone clarify this rule and inform be of any others like it?

That is correct about Rally-America. They limit new drivers to two wheel drive non turbo cars. They will also go with a case by case basis if you have other racing background.

This is just of the top of my head but I believe that NASA Rally Sport will allow you to start in anything. I am pretty certain of that. The rules can be found here
