Do a search on this forum on harness bars, I recall there being a thread with pictures of bent harness bars. I would not trust them. You need to bolt the belts directly to a car or a roll bar. Harness bars are usually used as a height adjuster for the shoulder straps, not as an actual anchor point.
Also, as already mentioned by some, using a bucket with harness will not fly without a roll bar.

This is the bar i have. It says for use on and off the track but i mean if its not aloud then there really is no point of selling this bar there is really no point in having harness's unless you track your car lol. and i did not buy this bar i got it in a trade deal with the seats and harness's

legal yes. safe no. been covered dozens of times. either mount the belts directly to the rear belt mounting points, and only do that until you can afford a cage.

as long as its legal and i am let onto the track now before i get flamed for being unsafe i am just trying to get onto the track with an instructor for now i will be getting a full cage when i am ready to go all out. obviously i would like to be safe. thank you

Make sure you get a bar that meets SCCA standards. I recall that some Cusco "show car" bars don't. Check Autopower - these have been proven to be accepted.
Your setup would not pass in our local BMW club events (they may let you go as long as you used your stock seatbelts and not the harnesses). In addition, both passenger and driver have to have the same setup. Lastly, the instructor has the final word in deeming that your car is safe enough for them to get in. Depending how your stock belts are routed in the bucket, I would refuse (especially if they are routed on top of the bucket instead of going through the proper belt holes).
