Foam is for fire suppression more then anti-slosh. It will prevent some sloshing but the surge tank/bucket will keep several seconds of fuel at the pump or pumps in this case. But weight distro wise yes I've always seen the builds put them in the rear seat area for those dozen reasons. Most every chassis builder you talk to will tell you the same thing. Granted it's a LOT more fab work but I wouldn't want suddenly feel the swing in a hill climb scenario.
