Straight out of the RCW boys and girls...
(3) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle, and it shall be unlawful for any person to operate a motor vehicle not equipped as required by this subsection, or which has been amplified as prohibited by this subsection. A court may dismiss an infraction notice for a violation of this subsection if there is reasonable grounds to believe that the vehicle was not operated in violation of this subsection.
The only way to go about fighting this ticket is to have them prove without reasonable doubt that your exhaust is louder than the OEM exhaust that came on the car. Without dB readings from either the OEM exhaust or the aftermarket, there is no factual data to back up the officers claim, it is all based on the uncalibrated ear of the police officer.

a local guy with a modified evo ix got a vehicle inspection ticket for running only a test pipe. i think the cop peeked under his car and saw that it was a test pipe because it didnt have a resonator..

also remember in the state of WA even if they dont prove it, they will probably only reduce it. i had my lawyer take care of the same style ticket, exhaust, tint, too low, no front plate, etc, i think it was 6 charges of bull****. he took care of everything but the exhaust. these are all secondary offenses and technically they cant pull you over unless you commit a primary offense, but then again its WA....
