Evo Build

I'm looking to start building an Evo. I have 6 months to save up to buy an Evo 9 and want to buy parts on the side to be prepared. I'm sure there are other threads about this same thing, but I personally can't find any straight answers. So here goes. I have 6 months to save up about $5,500 to build an Evo. What is the max hp/tq an Evo 9 could handle turning boost up without pushing it to the complete max with everything stock? I want to have it tuned for e85 gas since there is a gas station within 5 miles from me that provides it. What rods, crank, pistons, and etc. would I need to build a reliable 450whp or a max of 500whp motor? Any help with specific parts would be appreciative. Also, which is better; cat-back exhaust or straight pipe? I'm willing to do a 2.3L/2.4L build if possible. Basically a daily/drag car. This will be my first build and I have the place to do it. What are the recommended parts, transmission, clutch, etc. that could make it possible?

You can make a reliable 450hp on the stock engine. You will need an FP green or red turbo. a Walbro416 in the tank since you're using E85. A set of ID2000 injectors (no need to go smaller these idle just fine). A set of bigger cams and valvesprings (S1 or smaller Kelford , etc). A twin disk clutch of some sort (Exedy or some other brand). And a tune done by a professional. Oh, BTW, good luck making this happen for $5500.
