Don't give up your search becuase there are definitely people on here with exactly what you're looking for, the thing is you have to be offering exactly what they're looking for in terms of $$$. It took me a few weeks but I found a low mileage evo (26k) with just the right amount of mods for a price I was comfortable with.

I disagree. He will absolutely get at least $25k for that car. He might not get $28.5, but if he stuck to his guns and waited, I'm sure he would get really close. There are probably only a few cars left with that kind of mileage in the entire country and only a couple of which will be for sale.
Unless the car is salvage/rebuilt, the chances of you finding one with that mileage for that price (regardless of what others may say) is slim to none. If you find someone willing to sell a clean title Evo 9 with under 15k miles for less than $22k let me know because I'll buy it on the spot.

Your looking for a rebuilt title, once modified, sat in a field/repair shop for 5 years not being driven and was finally rebuilt, low mileage evo.
Wholesome, clean title, one or two owner, no paintwork, mostly original evo's with under 15k do not sell for 20,000. The transaction prices for the past 3-4 years on these type of cars is $24-$26,000.

No offense man but your living in la la land if you think your going to get a Evo 8 or 9 with under 15k miles for 20k or under. I don't know if you skim the for sale section but Evo 9's go for over 20k with over 50k miles.

60k miles on a 2006 is considered low miles. Doubt you'll find anything under 15,000 anywhere
The kelly bluebook on a 2006 GSR SE with 60,000 miles is close to $26,000 so you probably want to look for a 2003 and you'll need to come up on your mileage
