it goes on with a stud (opposing side you put nut on) and then a bolt up through into the wing... and then the same thing on the other end of the wing...so basically 2 bolts and 2 nuts and some double sided sticky tape are what hold an evo wing on. I take it your looking to mount this on a non evo car...which i'm sure is no biggie.....just drill some holes in the deck

the bumper does come with the wiring and lights for the license plate...even the foam behind the bumper

the struts and springs are from an evo 8....and yes only rears MR struts are bilstein and they are bright yellow...thanks for the inquiry
